Moving to Newport Beach: a practical first-year guide
The short answer
In your first weeks in Newport Beach, schedule water and sewer service with the City at least 48 hours ahead, or with the water district that serves your address. City trash collection needs no sign-up. Then get any parking permit your street requires, switch your license and registration, and file the homeowners’ exemption by February 15.
What should you set up in your first month in Newport Beach?
Start with the services that need notice. City water and sewer service needs at least 48 hours’ notice, the DMV gives new residents 10 days to get a California driver license and 20 days to register a car, and some streets require a parking permit. City trash collection starts without a sign-up. The property tax dates follow over the first year1,2,12,13.

How do water, trash and recycling service work?
The City supplies water to most of Newport Beach. There, new residents set up water and sewer service through the City’s Water Services, which asks for requests to start or cancel service at least 48 hours in advance and schedules them Monday through Friday, excluding holidays1. The City’s water line is 949-644-30114.
Some addresses are served by another agency. The City’s 2025 Urban Water Management Plan says City water covers most of the city, and the Irvine Ranch Water District and Mesa Water District serve the remaining areas5,7. IRWD asks for at least one business day’s notice to start service6. The seller’s last water bill shows which agency to call.
Trash collection needs no account. The City says new residents do not need to sign up for City refuse collection, because no disposal fees are collected. CR&R Environmental Services collects weekly, between 7 a.m. and 7 p.m., Monday through Friday2,3. A recycling fee per residential unit is included in the municipal bill or on the property tax roll2.
- Carts. Every home uses separate recycling containers and recycles organic waste, including food and green waste, under the expanded program the City runs with CR&R to meet state requirements2.
- Timing. Containers go out no earlier than 7 p.m. the evening before collection, must be at the curb by 6:30 a.m. on collection day, and must be back in storage by 7 p.m. that night3.
- Santa Ana Heights. Here CR&R collects under a contract with the Costa Mesa Sanitary District, and residents sign up for service through the district at 949-645-84002.
Do you need a parking permit?
Only some streets require one. The City sells resident permits for three residential parking zones, Newport Island, Newport Heights and Eastbluff, plus permits for Balboa Village, the Balboa municipal lot, annual parking in marked spaces and City meters and lots. All are sold online at nb.getapermit.net or in person at the Civic Center8.
- Zone 1, Newport Island. Street parking is restricted from May 15 to September 15 each year, and only vehicles with a valid permit may park then. Each residence may buy up to three permits8.
- Zone 2, Newport Heights. The permit lets a vehicle stay past the posted limits: two hours on school days from September to June, and one hour on Margaret Drive8.
- Zone 3, Eastbluff. The permit lets a vehicle stay past the posted one-hour limit on school days from September to June. The City notes that residents are not required to buy one8.
- Balboa Village resident permit. Two hours of parking in designated spaces without payment from October 1 to April 30, open to Newport Beach residents, including those in Corona del Mar and Newport Coast8.
Get the California license first. The City’s permit page lists a valid California driver’s license, the vehicle registration and the license plate number under required documentation, and the Balboa Village resident permit asks for the same license and registration. Zone permits need proof of residence, such as a driver’s license, utility bill or rental agreement8. Fees are set each year and posted on the same page.
Which property tax bills and deadlines come in year one?
A purchase brings two kinds of bill. The regular secured bill, based on the January 1 value, is paid in two installments that become delinquent after December 10 and April 10. A supplemental bill covers the increase in assessed value from your purchase, and the Orange County Treasurer-Tax Collector says it usually arrives three to six months after the purchase9,10.
- Pay the supplemental bill yourself. The Treasurer-Tax Collector says supplemental taxes are generally not covered by impound accounts, and the bill is not sent to the mortgage lender10.
- Expect two supplemental bills after a purchase between January 1 and May 31: one for the rest of that fiscal year and one for the year that starts July 19,10.
- Claim the homeowners’ exemption. It takes $7,000 off the assessed value of a home you own and occupy as your principal residence on January 1. The application usually arrives within 90 days of the deed recording. File by February 15 for the full exemption; a claim filed from February 16 through December 10 receives 80% of it9,11.

Which state registrations have deadlines after a move?
Two DMV clocks start when you become a California resident. You must get a California driver license within 10 days and register a vehicle brought from another state within 20 days12,13. The DMV lists filing for a homeowner’s property tax exemption among the acts that establish residency, so the exemption filing and the DMV deadlines are linked12.
- Out-of-state vehicle. Bring the application form (REG 343), the last out-of-state title and registration, and a Verification of Vehicle (REG 31) completed by a DMV employee, a law enforcement officer or a licensed vehicle verifier14.
- Smog. Gasoline vehicles from model year 1976 and newer need a California smog certification, as do diesel vehicles from 1998 and newer under 14,001 pounds gross vehicle weight rating. Motorcycles are exempt14.
- Fees. Pay registration fees on time even if the title or smog certificate is not ready, to avoid penalties14.
Voter registration has its own deadline. You must be registered at least 15 days before Election Day. Register online at RegisterToVote.ca.gov or on a paper form; Californians who move within the state re-register the same way. In most elections, you can also register conditionally and vote a provisional ballot at the county elections office or a vote center during the 14 days before and on Election Day15.
Which City permits apply before you remodel?
About 47% of Newport Beach’s land area is in the coastal zone, where most development needs a coastal development permit (CDP). Since the City’s Local Coastal Program took effect on January 30, 2017, the City has issued most of those permits itself16. Look up the address on the City’s coastal zone search before planning work.
- Exempt work. The Coastal Act and the City’s program exempt common types of development, such as improvements to existing structures and repair and maintenance, subject to conditions16.
- Houses and duplexes. A categorical exclusion covers demolishing or building a single-family house or duplex in residential zones, except on lots abutting beaches, Newport Harbor, Upper Newport Bay or coastal bluffs16.
- Appeals. The Coastal Commission hears appeals in defined areas, including within 300 feet of a beach or of the top of a coastal bluff16.

Do City rules apply in Corona del Mar and Newport Coast?
Corona del Mar and Newport Coast are both part of the City of Newport Beach. The City lists both among its communities and says Newport Coast was annexed in 200217. A neighborhood name on a mailing address does not change which city’s rules apply. Residents of both can buy the Balboa Village resident parking permit8.
Check two things by address. Water may come from the City, the Irvine Ranch Water District or Mesa Water District, because each serves part of Newport Beach5. Before a remodel, the City’s coastal zone search shows whether the property is in the coastal zone16. The annexation history and the ZIP codes are in Is Corona del Mar Part of Newport Beach?

Questions and answers
- Do I need to sign up for trash service in Newport Beach?
- Not for City-served homes. The City says new residents do not need to sign up for residential refuse collection, because no disposal fees are collected, and CR&R Environmental Services collects weekly. In Santa Ana Heights, residents sign up through the Costa Mesa Sanitary District, which contracts with CR&R for collection there.
- How far ahead should I schedule water service in Newport Beach?
- At least 48 hours. The City schedules starts and stops Monday through Friday, excluding holidays. Some addresses get water from the Irvine Ranch Water District or Mesa Water District instead, so confirm the agency first; IRWD asks for at least one business day’s notice. The seller’s last water bill shows which agency serves the home.
- How long do I have to get a California driver’s license after moving?
- Ten days. The California DMV says a new resident must get a California driver license within 10 days of becoming a resident, and must register a vehicle brought from another state within 20 days. Filing for a homeowner’s property tax exemption is one of the acts the DMV says establishes residency.
- When is the homeowners’ exemption deadline in Orange County?
- February 15 for the full $7,000 exemption. You must own the home and occupy it as your principal residence on January 1. A claim filed from February 16 through December 10 receives 80% of the exemption. New owners usually receive the application within 90 days of the deed recording.
- Do I need a parking permit to park on my street in Newport Beach?
- Only in a permit zone. The City runs three residential zones: Newport Island, where street parking is restricted from May 15 to September 15, and Newport Heights and Eastbluff, where permits extend school-day time limits. Permits are sold at nb.getapermit.net, and zone permits require proof of residence, such as a utility bill.
- Do I need a coastal development permit to remodel in Newport Beach?
- Sometimes. About 47% of the city’s land is in the coastal zone, where development generally needs a coastal development permit, issued mostly by the City since January 30, 2017. Repair, maintenance and many improvements to existing structures are exempt, and houses and duplexes on lots not abutting beaches, the harbor, Upper Newport Bay or bluffs are excluded, subject to conditions.
