PCS to Orange County: a housing guide for military moves
The short answer
Three installations anchor a military move to Orange County: Naval Weapons Station Seal Beach, Joint Forces Training Base Los Alamitos and, just south of the county line, Marine Corps Base Camp Pendleton. Start with the installation housing office and your BAH figure, then compare buying with a VA loan against renting with SCRA lease protection.
Which installations are in or near Orange County?
Two installations sit inside Orange County and a third borders it. Naval Weapons Station Seal Beach is in the coastal city of Seal Beach, between Long Beach and Huntington Beach1. Joint Forces Training Base Los Alamitos, a California National Guard installation, is in Los Alamitos7. Marine Corps Base Camp Pendleton is in north San Diego County, next to Oceanside, and borders Orange County to the north5.
| Installation | Location | Housing starting point |
|---|---|---|
| Naval Weapons Station Seal Beach | Seal Beach, Orange County; detachments in Fallbrook and Norco1 | Navy Housing Service Center, Building 34; family housing managed by Liberty Military Housing2,3 |
| Joint Forces Training Base Los Alamitos | Los Alamitos, Orange County7 | Billeting rooms and RV sites for short stays7 |
| Marine Corps Base Camp Pendleton | North San Diego County, next to Oceanside, with San Clemente on its northern edge5 | Family housing office; apply with DD Form 17466 |
Orders that name NWS Seal Beach can involve its detachments in Fallbrook and Norco1, both outside Orange County. Confirm the address of the place you will report to each day before you compare neighborhoods.
Is on-base housing available, and how do you apply?
Each installation runs its own process, so contact the gaining installation’s housing office as soon as you have orders. At Seal Beach, Navy Region Southwest says Liberty Military Housing manages all family housing, including Sea Breeze Village and officer homes on the station, and you can start an application through the Housing Early Application Tool (HEAT) before or after you receive orders2.
At Camp Pendleton, family housing applications use DD Form 1746. You have 30 days after check-in to join the waiting list with your detachment date as the control date; after that, your place dates from the day you sign up. Waits vary with the time of year, family size, the number of bedrooms needed and the housing area6. JFTB Los Alamitos lists billeting rooms and RV sites for short stays7.
A sensible order of steps:
- Contact the housing office at the gaining installation2,3,6.
- Start the application: HEAT for Navy housing at Seal Beach, DD Form 1746 at Camp Pendleton2,6.
- Look up your BAH for the new duty station8,9.
- Search off-base rentals on HOMES.mil, the Department of Defense rental listing site open to service members, DoD civilians and their families10.
- Ask the housing office to review any lease before you sign it. Navy Housing Service Centers offer lease reviews and home-buying counseling4.
How do you look up your BAH?
Use the Defense Travel Management Office’s BAH Rate Lookup9. Military OneSource describes the Basic Allowance for Housing as pay “intended to help service members pay for housing based on the housing costs in local civilian housing markets when government quarters are not provided,” and the amount depends on rank, location and whether you have dependents8.
This guide does not quote BAH figures. Use the official lookup, then compare the result with real listings on the streets you are considering. Count the costs that come on top of rent or a mortgage payment, such as utilities, insurance and, for owners, property tax and any association dues.
How do coastal Orange County communities relate to each installation?
Newport Beach, including Corona del Mar, sits on the coast between Seal Beach and Los Alamitos to the northwest and Camp Pendleton to the southeast. The useful comparison is the route at the hours you would drive it. The notes below name the main roads only, so drive each route at commute time before you choose.
- Toward Seal Beach and Los Alamitos: Interstate 405 runs northwest from Irvine and Costa Mesa toward both, and Pacific Coast Highway (State Route 1) follows the coast through Huntington Beach to Seal Beach.
- Toward Camp Pendleton: Interstate 5 runs south through San Clemente, which borders the base5. From Newport Beach, State Route 73 links I-405 in Costa Mesa with I-5 at the border of Laguna Niguel and Mission Viejo. It is a toll road, and its tolls are collected electronically only19.
- Irvine, including Orchard Hills in the north of the city, has both I-5 and I-405 running through it.
This guide describes places and roads only. California’s fair housing law lists “veteran or military status” among the characteristics protected in housing. An owner may not discriminate on that basis, and no one may publish a sale or rental notice that indicates a preference based on it (Government Code §12955)18.
Should you buy or rent on a PCS move?
The answer turns on how long you expect to stay and what you would do with the home at your next PCS. Buying carries costs at both ends, when you buy and again when you sell, so a short tour leaves less time to absorb them. Renting keeps the next move simpler, and federal law lets you end a lease if PCS or qualifying deployment orders arrive during it16.
Questions to answer first:
- How many years remain on this tour, and how likely is an extension?
- After your next orders, would you sell the home or keep it?
- Can your BAH and savings cover the full monthly cost of owning, including property tax, insurance and any association dues?
- Will your family arrive before you, with you, or after?
If you buy and later move on orders, one federal tax rule helps. The home-sale gain exclusion normally requires owning and living in the home for two of the five years before the sale, but members of the uniformed services can suspend that five-year period for up to 10 years while on qualified official extended duty, such as a duty station at least 50 miles away (IRS Publication 523)17.
Navy Housing Service Centers also offer home-buying counseling, a useful first conversation before you talk to lenders4.
Can you use a VA loan in coastal Orange County?
Yes, subject to VA and lender rules. Current service members are generally eligible after at least 90 continuous days of service11. With full entitlement, VA says “you don’t have a loan limit (as long as you can afford the loan amount and the property appraisal supports the purchase price of the home)”12.
Remaining entitlement works differently. If part of your entitlement is already in use on another VA loan, VA uses the county loan limit to calculate what remains, and a lender may require a down payment if that remaining entitlement does not cover a 25% guaranty on the loan you want12. For 2026, Orange County’s one-unit conforming loan limit is $1,249,125, the high-cost ceiling FHFA set for the year13,20; FHFA publishes new limits each year.
VA purchase loans carry a funding fee unless you are exempt. The fee varies with the down payment and with first or later use. Exemptions include veterans who receive VA compensation for a service-connected disability and active-duty Purple Heart recipients14.
You must certify that you intend to live in the home. If you are on active duty and cannot occupy the home because of that duty, the requirement is met when your spouse occupies or intends to occupy it and makes the certification (38 U.S.C. §3704(c)(2))15. Confirm with your lender how soon after closing occupancy is expected.
What protections apply if your orders change?
For renters, the Servicemembers Civil Relief Act is the main protection. A service member can terminate a residential lease after receiving PCS orders, deployment orders of 90 days or more, or a stop-movement order, by delivering written notice with a copy of the orders to the landlord (50 U.S.C. §3955)16.
For a lease with monthly rent, termination takes effect 30 days after the first date on which the next rental payment is due following delivery of the notice, and the landlord may not charge an early-termination fee16. The SCRA right applies whether or not the lease contains a “military clause.”
Buying under orders takes more planning. Section 3955 is written for leases, so for a purchase, look to the contract’s own contingencies and deadlines, and raise the chance of changed orders with your agent and an attorney before you sign. If you already own and must move, the IRS suspension rule above can preserve the gain exclusion on a later sale17.

Questions and answers
- Is there family housing at Naval Weapons Station Seal Beach?
- Yes. Navy Region Southwest says Liberty Military Housing manages the family housing at Seal Beach, including Sea Breeze Village and officer homes on the station. Applications can start through the Housing Early Application Tool before or after orders arrive, and the Navy Housing Service Center in Building 34 supports service members and families applying for that housing.
- What is the route from Newport Beach to Camp Pendleton?
- The main route is Interstate 5 south through San Clemente, which borders the base to the north. From Newport Beach, State Route 73 links Interstate 405 in Costa Mesa with I-5 near Laguna Niguel and Mission Viejo; it is a toll road with electronic-only tolls. Drive the route at commute hours before choosing a home.
- Can I break a lease in Orange County if I get PCS orders?
- Yes. Under the Servicemembers Civil Relief Act, 50 U.S.C. §3955, you can end a residential lease on PCS orders or deployment orders of 90 days or more by giving written notice with a copy of the orders. With monthly rent, termination takes effect 30 days after the next rent due date, without an early-termination charge.
- Is there a VA loan limit in Orange County?
- Not with full entitlement. VA says there is no loan limit as long as you can afford the loan and the appraisal supports the price. If some entitlement is in use on another VA loan, the county limit shapes your remaining entitlement; FHFA set Orange County’s 2026 one-unit limit at $1,249,125.
- Can my spouse meet the VA occupancy requirement while I am deployed?
- Generally, yes. Under 38 U.S.C. §3704(c)(2), when active duty keeps you from occupying the home, the requirement is met if your spouse occupies or intends to occupy it and makes the certification. Lenders set the practical details, including how soon after closing someone must move in, so confirm the timing and paperwork with your lender.
- Where can I look up my BAH for Orange County?
- Use the Defense Travel Management Office’s BAH Rate Lookup. Military OneSource explains that BAH depends on rank, location and dependents, and is based on local civilian housing costs when government quarters are not provided. Compare the figure with real listings, plus utilities and insurance, before you commit to a lease or a purchase.
